So I am using Windows 7 , but seems everytime I boot it up there is a new update. Sometimes i download the updates restart for it to take effect, and then there is another new update.
Is this normal?

If it's a fresh install, and the install disc was older, there's probably over a hundred updates. If you just have it set to auto install updates, every time you boot up you'll have updates to install for a while.
If it's 100% up to date, but you only boot it up every few weeks, then it'll seem like every time you use it there's updates to install. Windows does update frequently, but it's not every day, or even every week.

At least Windows gets updates that increase security and doesn't rely on being a "virus free" OS.
