I think you mean the deep net. A darknet is basically an alternative internet, which is on a physically different connection than the rest of the internet.
Darknets are pretty interesting, a lot of people are looking into them due to recent censorship concerns. Deep net however, is in fact pretty sketchy. If you're curious you can try to check it out with Tor (the only means of accessing it), but frankly I wouldn't recommend it. You never know what might be out there.
