Here is one good FBI agent Although the other FBI agent Albert was kinda portrayed as the typical FBI jerk in the beginning of the series. He made some funny sarcastic wisecracks though

As far as E.T., super scary FBI agents, but remember that the head of the agency lets E.T. and Elliot escape. Plus he has one of the best monologues in the entire movie.

If they have to deal with people from all over the world then they should be trained for the fact that people from different cultures act differently (collectively, on large scale, im not talking about all individuals) and have different cultural values (staring a person in the eyes or shaking some ones hand might be considred rude for example) , even if nowadays in multicultural countries stating that all cultures arent alike is considered to be racism.
