When they made the Gregorian calendar they made a mistake and started at 1 AD. Most people, mathematically, considering 1 BC to also be 0 AD. Especially because most accounts have Jesus actually being born in something like 5 or 7 BC anyway. (They made A LOT of mistakes when making the calendar)
However, arguing that we shouldn't begin and end our decades on the 9 and 0 is ridiculous just because some morons didn't have enough foresight to add a 0 into their count
They had number theory back then, there were no excuses. I say ignore the bullshit and say 0 is the start of the new decade/millenium/century/etc. That's how people use it (remember this calendar thing was retroactive and rather useless) and that's what it should be anyway. What's with us humans today? Before if something bugged us we fixed it (which usually broke it) now that we can fix it, we don't, because we want to preserve something so we go out of our way. This is stupid. 1BC for calendar purposes is now 0 AD, problem solved. It's not like history before that point was necessarily accurate to the year anyway.
In terms of nothing happening yet with the 3DS, it doesn't mean it's not logging everything you're doing. I don't know if Nintendo would actually do anything like take action based on stuff you've played, I know they're very paranoid about piracy and unlicensed materials, but they also have a stance that you own your games ... so I don't know. It was just something they said before the 3DS came out.
