It's dumb that Ebay sellers can have multiple accounts

I have had a bad experience with a few ebay sellers. I keep a list of them and always exclude them from my saved searches and avoid buying from them.

I was just adding some games to my watch list, with plans to buy a few, when I noticed that one of the auctions had the exact same photo as an auction from a person on my blacklist. At first I thought one just stole the photo from the other, but then I noticed that both sellers are in the exact same city. Clearly, it is the same person.

I was almost tricked into buying something from a seller that I know is no good. Ebay has the name, address, phone number, credit card number, paypal account, and who knows what else. They could easily verify that it is a duplicate seller account. So, they allow sellers to have multiple accounts simultaneously? It's bullshit.

Now I have to double-check every new seller against the seller locations of my blacklist just in case.

*edit* I just found this in Ebay's policy:
You can no longer use separate listings to sell multiple identical items in the fixed price format at the same time. This includes creating duplicate listings and placing them in different categories or listing them using a different user ID.

So, maybe Ebay doesn't allow this after all and the seller in question is just a douche.

How do you know that the person is not using multiple paypal accounts, names? For an address, it's easy enough to add a fake apt number.

Personally, I have several paypal accounts, credit cards, etc.
