It's the Tetris clone from Hell, programmed to give you exactly what you need the least. I can only get 16, let's see what you pros can do.

Exactly what you need least is a steady stream of Z's or S's. If it only gives you one of those you can't complete any lines.

If you only got one or the other exclusively and put them vertically, you'd just waste the first line, then be ok.

I play tetris almost every day and this wasnt too bad, it did give you the exact opposite piece you are hoping for though. I noticed though that it gave the same pieces for at least the first 5-6 starting out over 2 games I played.

I think they rely on unresponsive controls to achieve most of the challenge. :P
