If the recipient has a PC, you might consider Recettear. It doesn't require much for a system. The English translation is cute/funny. It's only available via digital distribution, but if you choose an option other than Steam it has no DRM (not that Steam is bad per se, as it does offer other benefits).

Try Viva Pinata and Viva Pinata Trouble in Paradise on the Xbox 360. They're cute, beautiful, family friendly, addicting, charming, endearing and can keep you busy for a very long time. Critically acclaimed too

I second Katamari Damacy! Drive that sticky ball around with the sticks. The wacky music and "Pokemon" collect everything in site should appease the "Cute" factor. :D

For cute - Kirby and his co-op partners lip lock when sharing a life increase. Not that there's anything wrong with that.

Oh, wow! I didn't expect such an overwhelming response!

It seems that you were all along the same line of thinking as I was, though! Lots of cute, but most of the cute stays in Japan :-/!

For the sake of contributing, though, I'll throw out a few of my own ideas.
  • Many of the recent Harvest Moon games
    Dokopon Kingdom
    Ivy the Kiwi
    Erm...Disgaea can be cute...if a bit challenging
