Found this on the local CL for $20. Unfortunately didn't come with its original controller. I'm not sure if I have to do anything special for a power connector as it didn't come with one. Will a regular saturn power cable work?

Oddly the guy didn't say anything about it only being able to play japanese games. I already knew but you'd think some one would say something. :?
a USA saturn cable might work but the J model uses any figure 8 notched power cord (Xbox 1?)

open it up and see if it is region modded, maybe it is!

what are the capabilities of you cart?

Any old ∞ cord is fine. The seller might not have had any idea what it was if it was that price with no cord. Nice find.

A US Saturn cable will work, but it doesn't fit in since it is cubed off at one end and rounded on the other. The JP Saturn power cord is rounded on both sides of the plug-in. Just use a knife and pick away at a US Saturn/PS1/etc. cable until it fits. Not exactly pretty, but it will work just fine.

Well the system turns on but it doesn't appear to be region modded as it won't play any american games. Oddly i'm having a bit of an issue getting it to play my japanese games. I tried metal slug but I get a blue screen in japanese says something about Ram. It appears the backup cart doesn't do much of anything. Can't even seem to access it.

Not exactly sure what is up with that.

havent posted in a while,(been paying off the credit card). Went late to one of my local fleamarkets, but they still had some good stuff. Had a 20 and some change so I got these things:

One Game Gear (no missing battery covers!) with Cesars Palace game $4.00

Legend of Zelda master quest Gamecube. Sadly no game, water damage on the paper. But the manual was nice and for .25 cents worth it!

Dark gray Playstation original Controller $2.00

Sega Saturn Base Console, with Sega Rally Championship inside $5.00

Tyco SNES power plug $3.00 (dont know much about this one)

Chu Chu Rocket, Tony Hawks Pro Skater 2, Hidden and Dangerous, 4X4 Evo for Dreamcast $12.00 for all of them.

Plenty of boom boxes and things use the rounded cord. Don't hack up a cord if it isn't necessary. :)

Tried without the cart? Swapped out the system battery? Does that have the reset button, maybe the internal RAM is just corrupted and needs a reset.

I have a Genesis one but I can't find a manual anywhere. Replacementdocs doesn't have it so I have no idea how to use mine. Presumably if one of us can find the instructions it should be more or less the same for the SNES and GEN versions.

Tried with out the cart, still same issue. I'm not sure if theres a process to reset the ram, I checked the systems internal memory and it was empty. Using a action replay on it does make the game work.

Metal Slug won't work with that cartridge. You need at least a 1MB RAM expansion cart. The one you have is just memory back up. Not the same thing at all. Your Pro Action Replay 4-in-1 cart works with it because it acts at a 1/4MB RAM expansion. It might let you also play US games if it is the correct model.
