Correct. The multimeter options are just to give you different granularity and ranges. Set it to 25 volts since that's the lowest one above what you're expecting and make sure you're reading the right line on the dial when measuring.

Yup. It is possible it might read a little higher than what the brick says since it won't have a real load on it with just the mm. But it should be close if the brick is working properly
If you left enough room to connect to the wire yeah. Just be soldering to the wire holder too. Don't just twise and wrap with electrical tape. 18 gauge is about the thickness of the wires that were on the fuse I think, should be fine.

I don't actually mind how the US SNES looks. I'm just trying to provide some... economical ways of fixing an SNES. As long as you use enough chewing gum to hold the foil on there and you don't get any electrical surges, it should work just fine.
