Then what's the problem? And why would you need these cables you've posted when you have a PC montior? I'm confused...

any clear specs on what my TV needs to be capable of to use a DC-VGA box on it? any way I can test it for compatibility before I buy it?

Make sure it supports 640x480. If you have a computer and cable to hook it up, try sending 640x480 at 60 hertz output to the TV. If that works, the DC should be fine.

using DVI right now and thats it.

do i need the refresh rate to be a certain type? DC-VGA is 31hz, right?

The Dreamcast is outputting the game at 60hz. The 60hz of your tv and the 31khz of the Dreamcast are not the same thing,

It should work without any problems. just make sure that your Dreamcast games support the VGA box.

Try monoprice.com also if you're playing 2D games on a big screen you could use an SLG3000 Scanline Generatior, makes the games look way better (personal opinion).
