I think no matter where they were on the map they were constantly looking at you, or would turn around and shoot you in the face instantly with perfect accuracy. Good times though. I can't believe I completed all the challenges solo again on the XBLA version, I think the higher framerate made it even tougher.
Perfect Sims were brutal. The only way I can beat them is by using the alt on laptop guns. And even then I often need a good hiding place. Area 52 in the little shelter with laptop guns appearing there is win, but anything else is a toss up or I end up losing big.

YES. The laptop gun is your best friend against the perfect sims along with AI flaw abusing strategies.

So I just played through the Force Unleashed for the first time and for me the AI was pretty good. I could be wrong though haha

I was going to mention Super Turbo as a good example of AI. It was the 2nd SF on CPS2 hardware, and the AI benefited from the upgrade in processing power as it was designed
to emulate the strategies of the World's top players at the time.
