Transformers: Tatakai! for PS2 can be converted almost completely into English in the options menu. It even switches from the Japanese (Takara) character names to the American (Hasbro) ones.

It's a really crappy game though :(

I have nothing to add to this list right now... but I think it's an awesome idea! I've even ordered some of the games mentioned here! Thanks!

Willy Wombat is a decent 3/4-view platformer for the saturn with English voiceovers. all text is in Japanese but it's playable. pretty fun.
