BulletGBA is free, awesome, and portable. Also ABA Games (Kenta Cho) offers a bunch of free cross platform shooters. I recommend rRootage and Parsec47.

Here is a link for Hundreds of Doujin Games including a lot of Schmups. However u must sign up for the forum to be able to donwload. Its a pretty decent forum though. The thread includes how to download and setup the games.
