Sorry noise did not read that right.

Anyway, Geometry Wars in Project Gotham Racing 2 (Despite how popular the game is now, it was originally only available as a ingame game in PGR2.

Hockey (Pong)
Tear Down the Wall
Paint
Goblin
Mole
The Maze
Concentration
Lottery

Most of these are minigames but you actually go to a place to play them within the game.

Pokémon Channel had a bunch of Pokémon mini games in it, including Lunchtime (also known as Snorlax's Lunchtime), which was never actually released on the mini.

Donkey Kong: 423,100 [L12-1] (150th place as of 2019-01-15)
Super Smash Bros. (N64): Ranked top 5 in Wisconsin from Q1 2016 to Q2 2017

The spy fox games each have one ingame game on spy fox's watch.
Spy Fox in dry cereal contains Happy Fun Sub which is a horizontal shooter. Your vehicle can transform into a jet, boat, and sub.

Spy Fox 2: Some Assembly Required contains Things in Space which is a vertical shooter. Very fun.

Spy Fox 3: Operation Ozone contains Radioactive Trash Collector. You shoot out collection balls to protect the truck from trash.

Considering I just played this game, I should've known that.

Maybe the unlockable GBA transfer games in Billy Hatcher and the Giant Egg? Drawing a blank on their names at the moment.

Also, would Caravan in Fallout: New Vegas count?

TBH, the main game is only there to unlock the mini games, because its kinda sucky :p
see, to me something like Retro Game Challenge isn't really the same thing, as the whole game is basically just a collection of fake games. I don't know...

EDIT 2: And Tatsunoko vs Capcom has an unlockable shmup thing iirc.
there's a shmup in it? Never heard about that.
At the very least I think Ganbare Neo Poke Kun should count, as the point of the game is to make him happy, which rewards the players with the new games.

As for TvC:

You unlock it by collecting all the yellow letters during the credits sequence.
