That would be Morphos. It's a modern fork of Amiga OS. But it doesn't run on Powerbooks, just Powermacs. G4 systems make great OS9 machines too. Overall, you're right. Which is not a high bar to pass. Just the inclusion of a UNIX command line puts it head and shoulders above Windows.Once you get used to OS X you'll never look back. It is superior to Windows in every single way as far as productivity and usability goes.
