Kefka murders his own troops while committing genocide on the kingdom of Doma by poisoning the water supply. He then murders his boss out of pure psychosis and then moves the statues balancing the world to fuck everything up to save himself. He then keeps them like that because he likes being a god.

I have to second Kratos.

If the developers meant for me to somehow feel some sympathy for him upon learning the fate of his family, they failed miserably. I enjoy the God of War games, but he completely disgusts me.

Kratos is just one source of evil in a world brimming with it.

mostly the shop keeper in rpgs, your out trying to save the world or whatever. Your about 1 dollar or points or whatever short from getting a sword or what not to help them fight the cause and save their asses, but they wont sell it to u. What assholes lol

If other media that are considered canon in a game's story count, then I think there's a good case for Ridley from the Metroid series.

[spoilers]In the Metroid prequel manga, Ridley arrives at Samus' space colony with a bunch of pirates. Samus, being a small, innocent child, sweetly asks if he wants to be friends. Instead, Samus gets to watch as Ridley and his pirates slaughter her family, her friends, and anyone else she's ever known or cared about. Also the entire colony is burned to the ground in the process. Years later, he shows up with his gang at Samus' new home on planet Zebes. He turns her adoptive family, and her guardians and mentors against each other--and some of them against her--joining with a few and planning to kill most of the others. When he realizes Samus was the same girl from the colony, he complains about what a miserable inconvenience it was to murder her friends and family and eat their roasted remains. While Samus is busy having a PTSD panic attack, Ridley goes on to joke about how maybe he ate her parents too.

After all of that, Ridley never even has the courtesy to STAY DEAD when Samus kills him...[/spoilers]
