Donpachi and dodonpachi have english menues, and the announcer is even shouting at you in english while you play

I believe I've heard FFXII International has English voice overs and menu's.

There's Deep Freeze for the PS1 that has English dialogue and some text as well, appears to be a tactical shooter.

Oracle No Houseki (Jewels of the Oracle) has English, French, German, and of course Japanese options, and appears to only be released for the PS1 in Japan, and got a PC release elsewhere. It's a puzzle/adventure game.

The same thing seems to be the case with Prisoner of Ice
