So do you think Nintendo will announce some way for people to transfer their Virtual Console titles to this new system they are releasing? Right now you can't even transfer them to a newly purchased Wii unless you send both consoles into Nintendo...

No, they only had it closed off to the public for 2007 and 2008. It's been public again since 2009. Everyone is welcome to buy tickets... until they're sold out that is.
No, E3 isn't open to the public. It says so on their faq page and as soon as you try and register. You must work directly with the game industry somehow.

I'd guess they will. They'll probably release HD versions of the popular VC games too and then charge you the full price, rather than an upgrade fee, if you want them. That seems like the clunky Nintendo thing to do.
