So do you think Nintendo will announce some way for people to transfer their Virtual Console titles to this new system they are releasing? Right now you can't even transfer them to a newly purchased Wii unless you send both consoles into Nintendo...

No, E3 isn't open to the public. It says so on their faq page and as soon as you try and register. I'd guess they will. They'll probably release HD versions of the popular VC games too and then charge you the full price, rather than an upgrade fee, if you want them.
