So, Chounai GekiTouhen (or Neighborhood Combat as its known) was the first of the SFC Ranma fighters, and it's actually the worst of the bunch. It has a lot of problems, as you've seen from playing it. This was butchered further and released in the states as a goofy ass game called Street Combat.
The second one, Bakuretsu Rantou-hen, is the only one released in the states unchanged, and they called it Hard Battle. Most people are familiar with this game in one way or another, even if they're not familiar with Ranma. It's still not the greatest, but its far improved over the last one.
The third fighter and by far the best one, and the one you're thinking of, is Chougi Ranbuhen (Super Battle). Its a great game, and surprisingly close to copying the Street Fighter 2 formula. The only problem is the slow pace. If this game had a turbo mode, it'd be fantastic.
As for the other two SFC Ranma games, neither of them are fighters.
Akaneko-dan Teki Hihou is a traditional turn based rpg. There's a fan translated ROM out there if you're ever interested in playing it.
Ougi Jaanken is a vs. puzzle game in the tetris falling block style. The pieces are based on rock paper scissors, and its actually quite fun to play.
If you do want to pick up another fighter to get the bad taste of Chounai GekiTouhen out of your mouth, Chougi Ranbuhen is the one you want.
