Yep, I'd figure out what you want to run ideally and grab something along those lines. If you're not much of a PC gamer and are doing it just for DVI, then pick up a budget card like that one.

not at all a PC gamer. I wouldn't need anything fancy at all.

using dvi your pc would send a digital signal which explicitly states the value at each pixel rather than some weird approximation, thus stopping Pixels from bleading into each other, giving a fuzzy image.

Not the (cheap) solution you were looking for, but I got a relatively good deal on this scaler from an online video hardware dealer in Vancouver. I have successfully used it to convert Component to VGA (and vice versa). Through one of those cheap straightthrough VGA to DVI connectors you could connect your consoles to your unused DVI port at any standard PC resolution you choose. The only drawbacks I've encountered with this scaler are it doesn't support 240p resolution and due to it's scaling it's near impossible to get a 1:1 pixel ratio with it's output.

I've also combined it with this transcoder to convert nearly every video source I have to any other ones using various adapters (like hooking HD-only devices to my 480i displays).

I agree with most people, you should just use DVI for your PC and save the VGA for a console, if you own a Dreamcast you could use a VGA box.

What?!?

vga is analog signal, dvi is digital, which means info about each pixel is sent. with vga it's all in one message.
