Importing a 3DS

Im considering importing a PAL 3DS from England for a couple of reasons,
Mainly I cant get Shante: Risky's Revenge in Australia and it'd be cheaper than buying a 3DS brand new for 350 AU here, and the Australian games will work on it fine im assuming.

I was just wondering if I did purchase it, would I have to import points cards from england every time I wanted to purchase something of the Nintendo shop? I thought I might have to despite being PAL because the 3DS apparently has a special firmware just for Australia and New Zealand so perhaps the Australian point cards have a particular code lock or something etc
