Broken Sega CD piece - help?

I received a Sega CD from another Racket folk today. Despite his packing it very solidly (not easy with such a weird shaped item) the USPS found a way to damage it. When I opened the CD door, a piece of plastic flew out to greet me. I guess it was as excited as I was!

After a little looking around, I figured out that it belonged to the upper assembly on the CD drive:

I cannot figure out HOW this part broke off because I cannot figure out how it fit in there in the first place: The teeth on the broken piece show no indentions that would all it to clasp into the holes inside that washer. It also shows no signs of the plastic being broken or snapped. It's one solid piece.

So if anyone is familiar with this problem, is it something I can fix?
Maybe now Nintendo will acknowledge Metroid has a fanbase?

Looking at mine, there are definitely 2 clips that snap into the 2 holes just inside the darker gray ring in your picture.

Yeah, I have figured out where those teeth go - but there doesn't seem to be anything to hold them there. When I put the piece in, the teeth slide home all the way with no resistance.

You should just be able to place this peice back ontop of the cd. It just pushes down on the cd to enable it to spin balanced.
