You might want to try another game, I've heard that the JPN Panzer Dragoon Saga doesn't work with the Action Replay. So, it might be the same for the Game Shark.
I've heard there's some code you can put in to get it to load for the Action Replay though, but no idea if it's true or not.

I tried the Japanese edition of the original Panzer Dragoon, the on-rails shooter. That didn't work on the Gameshark.
It looks like I have to buy an Action Replay.

I still miss the old ARplus 4-in-1 (5-in-1?) with the 25-pin connection on top.

You have to hold in XYZ when you load the game with "Start Game Without Enhancements". Otherwise it doesn't work. I just played Street Fighter Zero 2 in my NA Saturn using a Game Shark.
However it won't provide any extra memory. You are better off buying an Action replay which allows you to play imports AND has the extra 1-4 Memory. Most Saturn Imports worth playing (ie Vampire Savior) require the extra memory.
The only reason I got the Game Shark was because it was cheap.
