I think it is russian... most of the letters in it a russian. Like the magazine the crazy bunny reads...

then again the title doesn't look russian at all... meh, whatever.

OK... it is an series produced for MTV Japan based in a Russian Prison... it's called "Usavich".

It's set in Russia, but is defiantly a Japanese animation.
