That wouldn't help.

It's clear that everyone that mattered in the development of the Sonic games that people love are long gone. I'd say Sega needs to put Sonic to bed permanently, but then there'd be no other fun and quirky games from Sega either.
Sorry, that was my optimistic inner child speaking. I know a proper SA3 will never happen, but I can dream.

But one way or the other, they do need to stop rushing, how often do you hear about a Sega game being delayed?

I think if Sega could produce a console that could have a launch price of under $200 and allowed for ANYONE to produce games (Can we say massive homebrew) then they may have a real winner.

Sonic is a relic from the 90's
Sega should kill him, or just make him the mascot of the company (Do you see Disney making new Mickey Mouse animations?)

They should bring new IPs to market
just Like God of War, Uncharted, Halo, Gears, and all the good stuff.

Maybe it will work if Sega takes a different approach to vg consoles.

If they release a :
-Low priced console
-that can play all kinds media(audio+video, browse youtube)
-Homebrew capable
-online capable
-they profit on each unit they sell

maybe they can make it, there is no way they will compete in the ps3,360 market, and Nintendo just won't stop making money in any era or generation. So let them take a new approach, a homebrew capable console

people can make their own stuff with mods and everything, and sega can sell their games on it

They have. Since the death of the Dreamcast they have introduced Billy Hatcher, Initial D, Yakuza, Crush, Valkyria Chronicles, The Conduit, Bayonetta, and about a dozen more IPs with various levels of critical/commercial success.

That's almost certainly more new IPs than Nintendo, Konami, or maybe even Capcom have introduced in the same time period. New IPs is not the problem.

This isn't entirely the problem either. In the last five or six years, Sega has released new games in series such as Outrun, Golden Axe, Alien Syndrome, After Burner, Phantasy Star, Shinobi, Altered Beast, Shining, Virtua Fighting, Crazy Taxi, Samba, and many other classic franchises that date back to the 80s-90s. Many (not all) of these games were well reviewed critically, but just don't have much appeal to buyers. So I don't buy the argument that they just need to resurrect a different IP, especially when Sonic games sell so well and these others usually don't. I'd love to see a new Streets of Rage or Eternal Champions, but I doubt that they'd sell very well if they were 2D games.

SEGA is still making good games (not including Sonic!), and it does mean they still have a good production team. But they have to know what the market is, and who are the buyers.

I am curious to know if SEGA made the program code for the NAOMI game broad public for any potential programs. I mean nowadays we see retro-gamers homebrewing 8/16-bits games on YouTube, but what if SEGA could select a homebrew game and release it, like WSC Judgement Silversword and Dicing Knights?

An improved NAOMI system with better graphics and faster processor is still feasible at this point.

Not likely to happen, but would be a launch day purchase for me if it ever saw the light of day

Unfortunately, I don't think a company like Sega or Atari would be able to thrive as a video game console manufacturer in today's industry. Mainly because Sega doesn't have strong enough first-party titles to live off of, like Nintendo does. Also, you've got Microsoft and Sony that would be out there trying to buy off all their third-party developers to make sure that Sega would have as few good game exclusives as possible.

Nitpick: Initial D is not really a Sega IP. Also they were making Initial D games as far back as the Saturn.
