I'm very vexed about this. Glad to see another Mega Man Legends... but I hate portable gaming, and I really don't want to drop $200+ on another system, especially for just one game.
Sadly, if (or rather, when - because I'm a tool) I drop the ungodly amount of money on a 3DS and MML3, I've gotta very strong feeling I'm going to play it for a couple of hours and never pick it back up again. I'm looking at my NDS and PSP right now, and can't begin to remember how long it's been since I've played either of them.

Though to be honest, I'd be okay with next to no voice acting. That shit costs money and I'm worried that if Capcom invests a lot into this one and the sales don't materialize...that'd be the end of Megaman Legends.
Well for one, his MML2 actor was Sailor Jupiter.
And for the VA bit, MML didn't exactly use A-list actors, I doubt it'd be that huge an investment.
I always thought that the voice acting in Legends was pretty good, especially compared with other Capcom games at the time (Mega Man X4, Resident Evil). Teisel Bonne's voice is just awesome. However, I will admit that a lot of the voice acting is a tad flat.
When I said "A-list" I wasn't talking about quality . How many major roles off of the top of your head can you name for any of those actors (besides the aforementioned Sailor Jupiter)?

Actually I remember the guy who voiced Nico Bellic complained that only in video games they don't get payed royalties, they just get their standard salary when they do the recordings, so I don't think this is true (at least when it comes to voice actors)

I thought Rival Schools was in limbo due to some of the music tracks (specifically the ones with vocals), but I'll admit my memory is hazy on that point.

The Rockman DASH games (and most other CD-ROM Rockman games) have licensed music in them, so that might be the issue blocking them in Japan. Said music was already removed from the US versions, so I dunno. (It's a shame, too. "Another Sun" was a great intro song)
If there are residuals issues with the voice cast in the English language version, it might be because of Ikue Ootani (Bon Bonne) who has some notoriety as the voice of Pikachu (also Merle from Escaflowne, Chopper from One Piece, and other high-pitched characters).
