What's This Game?

Ok, I have vague memory of this game and want to know if anyone remembers it.

-It was a beat-em up for (I think) the Genesis

-You played these guys with big heads and you were trying to climb up this building and had to fight guys along the way.

Sorry it's not much to go off of. Any ideas?

It certainly fits the description of Ka Ge Ki. If you're after it I have a loose Japanese copy in my trade pile.
