I was looking online and noticed a few things I'm missing:
1. When you select the order of fighters it goes to another screen you get full figures whereas I only get a small square box.
2. There is a bracket sequence between each match
Is there a hidden options menu I'm missing? I'm running a White Sega Saturn with the 4MB cart to run King of Fighters 97. I will update a picture/video tomorrow when I get time but was wondering if someone know something about this. Thanks.

Sure you were not looking at the footage from the Neo Geo version?

It could be because you're not using the official cart, Some game elements were stored on the ram cart (I know this to be true of '95 so could also be the case for '97)

SNK started using a 1MB RAM carts for most of there fighters, the cart from KOF 95 was a ROM cart which had graphics stored on it, they started using the RAM carts as it was a cheaper.
I think it is more likely that there is some form of shortcut option in the options somewhere (I know SFII on the Saturn has a option like this), perhaps a different region of the game, or my last guess would be that despite being labeled as the Saturn version, they are not playing the Saturn version.
I don't own KOF97' so I cant help you out other than guessing.

Below is what is happening with mine.
If you compared it with the link from the other guy (and it is a Saturn since it shows the boot up process) the character selection graphics are different and I miss the whole stage select sequence.
I tried a web search and come up with nada for hidden menus and/or issues.

Go to Options and set "Demo Cut" to off.
