Well that's your only real option aside from learning how yourself.

You've waited this long for a saturn, can't hurt to wait a bit longer for a modchip to be installed.

Import from Brazil. It's $140 (though you'd probably pay double that just to ship).

You can just buy a pre-modded Saturn for $100 on segastyle.com...

Consider also getting the Saturn and the chip, and then ask locally (are you from the U.K.) for someone to mod it for you for some fee?

Doesn't even need to be a console modder - I reckon you could post on some services website that you need someone that can solder, and then take the detailed instructions with you and show the person where each wire needs to be soldered.

Sorry , I didn't know modding was such a huge issue
especially that modded consoles are posted to be sold, and chips are easily found online.

I thought modding chips is considered different from copying games, because modding is not stealing, then if you have a backup is not an offense if you own the original.

I guess my best offer is segastyle

I got my local TV repair man to do it. ( A person who can solder and has experience with electronics, because I do not. )

Yeah, Brian and Ivo did what I plan on doing if I ever get my Saturn modded.

Basically getting both seperate and having it done is no problem, but buying one pre-modded in a brick and mortar store is a tough find.
