There's a configuration disc you need that will format the HDD.

I would suggest getting FreeMcBoot. See this thread http://www.racketboy.com/forum/viewtopic.php?f=22&t=19743&st=0&sk=t&sd=a for details. If you don't have the means to install it, you can send me your PS2 memory card along with return shipping and I'll install it for you.
Search for other "freemcboot" threads on this site.

There are tutorials on Youtube you know. As for formatting the HDD as long as you can hook it up to your PC I recommend Winhiip, as it's easy to use and has all the tools required to get you started. Of course to boot into the HDD you'll require the FreeMC exploit, so your laser must be working in order to read an original PS1 disc that is required for the exploit. HDLoader 0.8c, which you boot via FreeMC/LaunchELF is compatible with the vast majority of games.

Getting the exploit to work can be a hassle, but since it seems you are savvy enough it shouldn't pose much of a problem.

Are you certain about needing a PS1 disc? Could you point to a guide? Doing a quick google search, I didn't see any for PS1.

On the Free McBoot home page http://freemcboot.psx-scene.com/swap.php, they explain how to install using certain PS2 games. There's no mention of PS1.

He may be thinking of the old Independence exploit. There's no reason to do that anymore when you can just get someone with an exploited memory card to make one for you.

Interesting. Mind you I did this trick some years back so they must have eliminated the need for PS1 discs. The game I used was Return Fire

So there are three options for the OP:

1. Spend $30+ for HD Advance
2. Try to install Free McBoot yourself using the noobie package from psx-scene.com. (free!)
3. Send a memory card plus return shipping to me or another Free McBoot installer. ($2-3 total). It takes up less than 2MB of your 8MB memory card so you can still use it for game saves.
