This is not speculation but pure fact. Sega recently has been selling off assets and closing down Gameworks around the country. No games are currently in the pipeline other then Sonic 4, Iron Man 2 , Conduit 2 and a few others. No large console or franchise titles are planned or have been announced. Sega has been very quiet lately which brings me to this.
The Ringwide / Ringedge systems are just now getting popular with the Arcade developers and Sega applied for a patent for streaming games similiar to ONLIVE technology for home use and was awarded it last year. On top of that they were also awarded patents for a touch screen controller and Hard Drive. Sega could easily make a Motion type Wii killer and release it in the next year in Japan. The company is bleeding red and needs to go back to its roots as a console manufacturer as the Arcade closings in the USA and Japan show. Pachinko simply is not paying the bills anymore and the merger with Sammy seems to have killed alot of the innovation that was coming from their legendary Studios. I think at E3 or sooner we will hear something more from Sega as far as hardware or even a SEGANET 2 like service where we use our own PC's to play. Companies usually make moves like this to cut costs and start moving towards other directions. Lets hope that leads us back to Sega Brand home gaming.

I'd imagine a new console would have to offer something the others don't (increased horsepower, a novel control gimmick, etc.). Usually that means the console will be expensive to make and sold for a loss.
As for the OnLive angle- if the early reviews/information for OnLive are any indication, that is certainly not the route to go. Frankly, their software has been pretty decent the past few years and I'd like to see them continue to work on new/newer IPs. I'd hate to see another set of poor decisions about hardware manufacturing finally kill off the company...

But I'd be awesome if Sega did release a new home console. Even though I've been primarily a Nintendo fan my whole video game career, I would by a new Sega console if it came out.

I kind of hope the ringedge/ringwide tanks so I can make fun of it and call it the ringworm.
