Ebay Save Game Sellers

As most of you are probably aware, there are sellers of save game files on ebay. I happened across one the other day I was looking for some cheap ps3 games. There are a few things that bother me about it:

a) They rip save games directly off gamefaq, using exact descriptions also
b) They don't work*

Can anyone shed light on how they *do* work or get away with this?

*Out of curiosity sake, I backed up my Burnout save, and put the one on gamefaq (a seller selling the same copy) onto my ps3 and tried to play it, but was presented with an error saying you can't load other users data. Upon further research, it seems most games have a similar function making posting save games in the first place entirely useless.

I tried this on the Wii with Resident Evil 4 and could not get it to work. Has anybody got this to work?

I have PS1 & 2 game saves off gamefaq that work just fine.
haven't tried a PS3 save. but the PS1 & 2 saves are used in my PS3
