Dreamcast World Series Baseball Questions

Hey everyone, had a twofold question regarding World Series Baseball for the Dreamcast.

Always wondered why Sega didn't simply port the arcade version of World Series Baseball '99 to the Dreamcast and instead opt to make the (graphically great) seriously flawed 2K and 2K1 games. Anyone know?

Will the Naomi GD-ROM of World Series '99 work on the Dreamcast?

Though easily be converted through programing the Naomi GD Rom Arcade units have more memory then the Dreamcast. So out of box it will not run direct from Arcade to Dreamcast.
