Temporarily don't use the RF Video switch, run game out direct to TV and see if that solves it. If so get a better switch that is all coax.

Don't know if you tried it yet but maybe change channel on both Atari and TV. I believe it can go to either 2 or 3.

Just run a direct cable from the Atari to the TV with a coaxial cable. Make you sure to check both channels 2 and 3 on both TV and the Atari. Once you confirm this works get a better quality coaxial switch from wally-mart.

Yes you can use one of those plugs, or if you really want to make it look good, install an s-video mod.

If that pot adjusts saturation, that's only adjusting how much color the picture has, so that won't help you at all. My 2600s have removable signal cables, is yours isn't soldered to the board, disconnect it and try cleaning the contacts. The switch box could be horribly dirty and making bad connection inside too. There could also be a dried out capacitor or other dead component somewhere on the board as well that needs replacing.

Looks like (If not wrong on the wrong channel) its your RF signal.

Dumb question but you never know what might be the obvious.
Did you set TV to channel 2 or 3, and do the same for the Atari?

The Atari itself seems to be working because you at least can tell its trying to display an image. Why not bypass the internal RF modulator and just do a Composite or S-Video Mod? Be careful, it will be the traces leading up to the internal RF Modulator Box. If you do get the RF working you would definitely want to get a better switch box that is all coaxial. The Atari brand has the old Rabbit Ears connection. Really think you should go direct video and avoid the antennae though.
