Uh, no it's not, at least it's fully 1080i in America anyway.
When you're in the menus the game displays in 480i, but when you start a race or enter into Photo Viewer mode the PS2 switches to 1080i and it looks gorgeous.

As stated previously, our European version got crippled.

Well, I wasn't really talking about exclusives, just the super cool boxed editions of some games that we never seem to see over here. I'd still love to find one of those great boxed special editions of Ecco the Dolphin!
