I hate to do this, especially after I just wrote this guy a series of strongly-worded messages through PM and PayPal, but this is for the integrity of the BST forum. If you're going to buy from this guy, I suggest you possess three things:
(1) an unshakable faith in the goodness of human nature;
(2) buyer protection on Paypal;
(3) the intestinal fortitude to sit through a Paypal dispute.
In a nutshell, I paid this guy a dollar extra to send with delivery confirmation. Two weeks later, he claimed he sent the item out, but didn't have a tracking number because either his cousin forgot to add it, or the post office didn't have it available (yes, he changed his story).
Another two weeks later, the item still hasn't come, and he agrees to provide a refund within three days. In the end, he doesn't provide a refund until I initiate a Paypal claim and engage in some back-and-forth with him on the PayPal dispute resolution center. Didn't have to elevate it to a claim, but it was still a pain in the ass.
So in conclusion, while there's a possibility that he entered into this transaction with good faith and had some truly bad luck with the package getting lost in the post office and his cousin neglecting to add delivery confirmation, you'd need to have a very positive view of human nature to believe that. And if you're prepared to wager your money on the goodness of human nature, just make sure you have buyer protection and the intestinal fortitude to sit through a Paypal dispute. You know, just in case.

+1 to dedalusdedalus. Fast payment and I'm extremely sorry for the shit he has gone through. I rushed out of town for a family emergency and asked my cousin to ship it off for me since he wasn't going. Long story short he showed me a receipt and told me two different stories as to why he didn't get delivery confirmation. Anywho sorry to dedalusdedalus for having to file a claim. He was refunded and apologized to.
