Actually, there's a Windows Live CD called BartPE. You have to build it, but you might find some downloads already built. Boots you into a stripped down Windows environment and largely ignores Windows file permissions. It could help you try to do some repairs or data recovery on the drive.

Thats funny. I downloaded and burned a copy of that a long time ago, but never got around to trying it. I guess I threw the disc away at some point.
