Sega CD issues. Weird Chip inside

I was with Mod_Man the other day at a flea market and picked up a HD graphics Genesis and a CD for 10 bucks. The genesis works fine so far, but the CD will not turn on. I'm not sure if it needs new caps or what but there is this weird mod chip-esque thing crudely glued and wired onto the board. I've taken pics of it but don't have a way of uploading them yet. Would anyone like to give me some tips for figuring out whats wrong with the CD otherwise?

Yeah, from what I saw when we opened up the SEGA CD either the fuse has blown, or this weird chip is the cause.

Haha, I'd like to see a picture as it sounds interesting to say the least. Easiest thing to do would be to replace the fuse and if that doesn't work then try to make sure everything attached right with the chip, assuming that it worked to begin with. Only reason I can think of for something like that is for multi-region

I cant think of a reason to mod a Sega CD since it plays backups and you can easily change the format for imports when you are burning them.. If you are getting no power at all check the fuse situation first.

Well the mod could have been done years ago when the Sega CD was still on the market or before CD burners were cheap etc...

Its not a mod, its some revision by Sega. At least one of my Sega CD has one too. Mine has foam blocks holding it up from the other chips, but it is otherwise identical and stuck in exactly the same spot.

I guess it's just in need of a new fuse then.
