Outrun 2 for Xbox has the original Outrun as an unlockable.

pong is also available on mortal kombat II. 250 matches in a row. kiiiinda stupid but we did it one time.

Final Fight Streetwise for ps2 has the Original Final Fight as a unlockable.

You can play the original Elevator Action if you beat Elevator Action Returns on the saturn.

Return to Castle Wolfenstein (xbox, dunno about the ps2 version) has the original Wolfenstein 3D, unlocked after you beat the game.

Mortal Kombat: Shaolin Monks (xbox, ps2) has the arcade version of MKII (NTSC version only, they removed it from the PAL version for some reason)

Galaga was also a quick mini game when you turned on the OG Tekken for PSX.

... and the donkey kong game in DK64, you had to beat twice and I never could as a young lad beat it the second go around but it did plant the seed for me loving the original donkey kong game(that and 'king of kong") . That game gets probably the most play out of my NES more than any other.

sonic adventure DX for gamecube contains 12 game gear sonic games.

Star wars rogue squadron 3 contains rogue squadron 2 in two player only, but also has the original 3 wire frame arcade games hidden inside it.

You can play it with a code, too. Check GameFAQs as I submitted some EAR codes there.
