Download a GBA emulator and Rhythm Tengoku. Granted, it is in japanese, but the games are simple enough that you can catch on without any language knowledge. It's by the WarioWare team, so it has crazy animation, really catchy songs, and technically you won't have to pay for it...

Rhythm Heaven for DS is pretty cool. You should check it out. If you have a DS you should also check out the Osu! Tatakae! Ōendan series. It's also called Elite Beat Agents in the west. Very cool games. I prefer the JP version since the music selection is a little better than the trite western crap thats in EBA. Daigassō! Bando Burazāzu (Grand Ensemble! Band Brothers) is also worth checking it out. It's similar to Dpad Hero in that you use a conventional Dpad and button layout to play the songs. The songs are mostly Nintendo theme tunes and a few contemporary tunes.

Bust-A-Groove 2. It's a great game and multiplayer is even better.

Besides Rhythm Tengoku games, I'd recommend SoundVoyager for the GBA. It's not a music game exactly, but a great title for anyone who can appreciate music games. Also, Electroplankton on DS is good for similar reasons.

I had forgotten Daigasso, which is interesting since I have a copy and it was one of my first DS games. You use the 4 d-pad directions and the 4 buttons to give you a note pallet. On expert you also have L and R to do an octave shift and the half step (flat/sharp). The songs are nicely categorized, so you can tell that you're in the J-pop section or the Nintendo section. The whole game is based off of playing the notes for a midi player, and it gives you a decently robust midi editor. You get 8 tracks and the only caveat is that you can only have a range of 16 continuous notes (regular and L shift). There's also a measure limit, but it's hard to hit that with a 5 minute song.

Mad Maestro! is good fun but I almost ruined a DS2 gamepad in the process of playing it..

Frets on Fire is pretty cool and free for PC. Its like Guitar Hero but, you insert your own songs. Korg-DS is fantastic if you can get your hands on a DS.

Scratch Space Channel 5 from my wishlist. I just picked up a used PS2 copy for $3 bucks today.
