Here are some phpbb3 addons that could be considered, but takes a little coding to install:
Restrict Functions
You can set how many posts users need to use some functions. You can set an amount posts which is different for each forum and is needed to create topics and submit posts in a specific forum, read a specific forum and create topics (not posts) in a specific forum. You can set an amount for some general functions, such as writing PMs, creating new topics in forums, using smilies, using topic icons, uploading attachments, creating polls, changing styles, using avatars, adding websites and using signatures.

Anti-Double Posts
This hack allows you to disable double posts.
You are able to enable and disable the hack at any time. You can allow/disallow administrators to make double posts and allow/disallow moderators to make double posts.

User Reminder
This hack will remind users that they are members of a community by sending emails when they have:
- not having logged in for a while.
- not posted yet.
- registered, activated but not logged in since a certain date.
- not acted on the above for a while (following the first reminder).
You are able to choose between manual or automatic reminding. You can also prevent certain users from receiving reminders.

I also need to play around with my own phpbb3 site because I remember some setting that allowed the deletion of a topic if there has not been activity for a certain amount of time - that would be handy for the B/S/T

Finding the balance is the hard part.

I can see expecting peoples threads to the topic of video games in general...but honestly telling people that the post has to be "something most people would be interested in" seems a bit communist. Who is going to decide what is appropriate and what isn't? Why is one persons opinion or topic "crap" and another is great? I'm personally opposed to predefining what someone can or cannot say. Of course that is just the opinion of 1 person.

As for B/S/T I have been using only 1 thread ever since that was discussed..I could keep it much cleaner if I could delete my own Posts/topics.

Well, I'm not gonna get all philosophical about it, but I think everyone knows a dumb topic when they see one. Fortunately, it's not super common here.

I really like Moz's suggestion about the search box and about having an option to delete posts. I have plenty of old posts about things I was interested in buying. In most cases, I have already gotten these things, but I still get a random response now and then. Maybe there is a way to do it and I just don't know - it seems like I can only delete a post if no one has replied to it yet.

I think we should run a vote at various increments depending on the influx rate of poorly contributing members: "Which of the following Racketboy forum members should be banned?"

Sort of survivor-esque, but entertaining. I would fully accept the possibility of myself being voted off just to see the whole thing unfold--plus it adds incentive to make high quality posts, not just avoid creating bad ones.

Actually, that didn't occur to me, but now that you mention it --
