If any of that gunk is built up past the plastic you can scrape it off (JUST THE INNER RING) to het it back to the correct height on the disc reader center clamp.

What would you recommend scraping it off with?

Place disc on top of paper on a flat hard surface. Use a Razor Blade and trim direction towards the center hole so you don't slip into the read area. Does not have to be pretty as long as you get the chunk off to correct the disc reader clamp height.
