That's tricky. For one,
Megaman Trigger (Volnutt) wasn't a robot like the others - he was kind of a cybernetic foot soldier, specifically designed to find and pacify rampaging robots (sound familiar?) hence his having human qualities like emotions and biological needs but also enjoying powerful weaponry and superhuman endurance.
It gets trickier: If you look at pre-
Megaman X6 canon,
Megaman Legends 2 pretty much comes out and says that
Megaman Trigger carries the code of the leader of Elysium, someone strongly hinted to be an ancient X or variant thereof, possibly ala
Megaman ZX though that game hadn't been created yet.
So in a convoluted way, it's conceivable that
Megaman Trigger is the final realization of Dr. Light's
Megaman X project. Certainly if Dr. Light's goal was to create an artificial life that would be able to think for itself and bridge the gap between robots and humanity, ushering in an era of peace
Megaman X was NOT the robot that did that! If anything
Megaman X was the harbinger of multiple apocalypses and the end of mankind.
