It's a scene that shows you that Harley is for all intents and purposes a victim of domestic abuse and you see quite clearly how dangerous her relationship with the Joker is and how messed up her mental state is for staying with him

What I love about her is how she doesn't even realize she is being abused.

Anyways, take the comic. The Animated Series isn't particularly...ahem, animated and that episode is part of one of the worst animated seasons, with a black-eyed Joker that looks like crap.
