I'm fairly sure that it's because early third party ram carts had to change between 1M and 4M expansion for some games that would throw a fit if they had the wrong ram. Later carts (action replay) either fixed this or switch it automatically.

It could be for pirate famiclone controllers imo, as most I've dealt with have been nine-pin. Not that there's many worth converting to usb though. You could always make an adapter as mentioned, I'm sure there's famiclone pinouts out there. With a properly wired adapter it could probably use Nes or ...

I see no mention of Vice: Project Doom!

Kickass ninja-gaiden-ish gameplay with a cheesy plot. (complete with NG-style cinemas!) Switches between vertical driving/shooter and sidescrolling levels. It's okay to hate a bit on the driving levels but the sidescrolling levels are pretty classy.
