And actually, it's not 12V on PAL, but 9. At least that's what the original PSU board says. IIRC the Fujitsu ones use 9V and the Matsushita ones use 12V. The 9V pin on PAL Model 2 saturns (it is actually 12V there) is used to provide voltage for the SCART cables RGB Switch pin. Try connecting the modchip power to the positive leg of the C210 cap on the disc drive (it's the one immediately in the front of the unit). That way it'll get properly filtered power, which makes a lot of difference - I've seen modchips that only worked that way.
