I'm pretty sure he IS saying "Hey Poppy!"

Poppy is the name of his dog.

Also, I just played the 3DO version recently, definitely still sounds like Asscrack when the announcer says Earthquake.

One of the samples from Project Justice, I think it was Daigo but I'm not sure on my memory, I'm still convinced at some point he screams "MISOGYNY!"
