By definition, a game is just a set of rules for a competitive event that is meant to be engaged in for fun. This is ultimately opposed to art. Art is not bound by rules. Art is not a competition. Art is not required to be fun. Art is expression of something more meaningful, whether that be personal or universal. But art is not a game.
Therefore, video games are not art. They borrow visuals, music, storytelling, and cinematics from other arts, but the games themselves are not art and can never be art.
