Need Help Running An Older PC Game

I wasn't sure where to put this, so I'll try here. There's a game I used to play on Windows 95/98 called Shivers. I have a bin/cue file (I lost my original game disc years ago, sadly) and when I tried running it on Windows XP a few years back, I had a hell of a time getting it to go and now I can't even remember what I did to finally get it working. My current PC is Windows 7. Does anyone know how to get such an old game to run on it? There's actually a few old games I'd like to play again, so any help would be appreciated.

I've never personally done it but something that old would likely need to be run in a virtual environment to emulate what the game would need to run and display correctly.
