Joy Mech Fight is the best fighter other than Turtles or Kart Fighter.

Pro wrestling
Double Dragon
Ring King
heck most sports games would probably be here.. bases loaded, ultimate basketball, blades of steel, tecmo world cup.
you could also just play games differently like ice climber, mario bros, baloon fight, which can turn into battles
if you can include famicom games there's alot of Kunio-kun games with fun 1v1
also bomberman 2 or the pirate kart fighter

I like Kings of the Beach. Its best played Co-op but its still fun playing 1 on 1 too.
